The Kenya Leather Development Council (KLDC) is inviting applications from suitably qualified candidates for appointment to fill the existing vacancies.


1. Job Title: Manager (Finance & Accounts)

Job Ref No.: KLDC/007/2020

Responsibilities

Duties and responsibilities at this level will entail:-

  • Consolidating the budget and revised budget as per guidelines issued.
  • Authorizing all expenditure as per set ceilings.
  • Ensuring timely, accurate preparation of expenditure returns from departments, sections and regional offices, where applicable.
  • Supervising preparation of monthly, quarterly and annual financial management reports.
  • Ensuring quarterly financial management reports are submitted to parent Ministry and National Treasury as per PFM Act.
  • Developing and reviewing supplementary financial policies, procedures, and regulations to enhance internal controls established through Treasury regulations and procedures.
  • Ensuring compliance with Treasury regulations and procedures in financial management.
  • Authorizing payments and signing of cheques subject to set limits.
  • Liaising with parent Ministry and National Treasury for release of funds.
  • Handling all correspondences relating to the Department with external parties.
  • Reviewing all audit queries pertaining to the Department.
  • Interpreting National Treasury circulars issued from time to time.
  • Training and development of finance staff.

Qualifications

For an appointment to this grade, an officer must:-

  • Have a minimum of ten (10) years work experience, at least three (3) of which should be in a management position in the Public Service or Private Sector.
  • Have a Bachelor’s Degree in Commerce (Finance or Accounting option), Economics, Business Administration, Business Management or other relevant and equivalent qualifications from a recognized institution;
  • Possession of a Masters Degree in any of the following:- Accounting, Business Administration, Finance or equivalent qualification from a recognized Institution is an added advantage.
  • Be a Chartered Financial Analyst (CFA) or Certified Public Accountant Part III (CPA K,) or Associate of Certified Chartered Accountant (ACCA).
  • Have a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
  • Be a member in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK) or or any other recognized professional body.
  • Be proficient in computer applications.
  • Fulfill the requirements of Chapter Six of the Constitution.
  • Demonstrate competence in work performance.

2. Job Title: Corporation Secretary

Job Ref No.: KLDC/008/2020

Responsibilities

Duties and responsibilities at this level will entail: –

  • Preparing Board Minutes and Papers, Resolutions, Action Points and Reports in a timely manner and ensuring their circulation.
  • Advising the Council on various legal matters and monitoring the compliance of the Council with various regulations issued by the Regulatory Bodies.
  • Advising the Council and coordination with the functional areas in relation to various legal requirements which must be complied with and the legal obstacles which must be overcome in order to obtain the Council’s targeted results.
  • Overseeing and managing compliance issues within the Council.
  • Responsible for the timely release of legal advice to assist the Council in making an informed decision.
  • Ensuring timely compliance with rules and regulations affecting the Council, including the Code of Conduct and Ethics.
  • Attending to all legal matters of the Council including advising, vetting and drafting of legal agreements in relation to the Council’s operations.
  • Liaising with the functional units on queries or legal matters that should arise that relate to the Council’s affairs.

Qualifications

For appointment to this grade, an officer must:-

  • Have a minimum of ten (10) years work experience, at least three (3) of which should be in a management position in the Public Service or Private Sector.
  • Have a Bachelor of Laws Degree from a recognized institution.
  • Possession of a Masters Degree in any of the following disciplines:- Law, Business Administration, Public Administration, or equivalent qualifications from a recognized institution.
  • Have a postgraduate Diploma in Legal Studies from the Council of Legal Education.
  • Be admitted as an Advocate of the High Court of Kenya.
  • Have a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
  • Be a Certified Public Secretary (K) or equivalent qualification from a recognized institution.
  • Be proficient in computer applications.
  • Fulfill the requirements of Chapter Six of the constitution.
  • Demonstrate competence in work performance.

3. Job Title: Principal Supply Chain Management Officer

Job Ref No.: KLDC/010/2020

Responsibilities

Duties and responsibilities at this level will entail: –

  • Procuring goods, services and works.
  • Conducting disposal of stores and equipment.
  • Undertaking market surveys and research.
  • Managing and controlling inventory.
  • Maintaining and updating list of prequalified supplies, consultants and contractors.
  • Implementing decisions of the procurement, tender and disposal committees.
  • Preparing contract documents, purchase and service orders.
  • Participating in the evaluation of tenders, quotations and proposals; inspection and acceptance of goods, works and services.
  • Preparing statutory reports.
  • Providing secretarial services and advice to relevant committees.

Qualifications

For appointment to this grade, an officer must: –

  • Have a minimum of eight (8) years work experience in the Public Service or Private Sector.
  • Have a Bachelor’s Degree in any of the following: – Procurement and Supplies Management, Procurement and Logistics, Commerce, Business Administration (Supplies Management Option), Economics or other relevant and equivalent qualifications from a recognized institution.
  • Be a member of a professional body – either KISM or CIPS or both.
  • Be proficient in computer applications.
  • Fulfill the requirements of Chapter Six of the Constitution.
  • Show merit and ability as reflected in work performance and results.

4. Job Title: Principal Internal Auditor

Job Ref No.: KLDC/011/2020

Responsibilities

Duties and responsibilities at this level will entail:

  • Developing a comprehensive programme of engagement coverage for assigned areas.
  • Ensuring conformity to acceptable standards, plans, budgets and schedules.
  • Assisting in the preparation of specific audit assignment plans and programmes.
  • Performing audit tests on the internal controls in accounting, administrative and operational procedures.
  • Ensuring that the audit findings are properly documented.
  • Preparing draft audit reports detailing audit findings.
  • Leading specific audit teams.
  • Preparing periodic audit reports.

Qualifications

For appointment to this grade, an officer must:-

  • Have a minimum of eight (8) years work experience in the Public Service or Private Sector.
  • Have a Bachelor’s Degree in Commerce (Accounting or Finance option), Economics, Business Administration, Business Management or other relevant and equivalent qualifications from a recognized institution.
  • Be in possession of any of the following: – CPA (K), CISA, CFE, CIA or its equivalent qualification.
  • Be a member of a professional body – Institute of Certified Public Accountant of Kenya (ICPAK) and/ or Institute of Internal Auditors of Kenya (IIA-Kenya).
  • Have a certificate in Leadership Course from a recognized institution.
  • Be proficient in Computer applications.
  • Fulfill the requirements of Chapter Six of the Constitution.
  • Demonstrate competence in work performance.

5. Job Title: Industrial Development Officer

Job Ref No.: KLDC/015/2020

Responsibilities

An officer at this level will be deployed to implement all leather activities in their areas of jurisdiction.

  • Promoting production of quality hides and skins.
  • Carrying out sensitization on standards on leather products.
  • Carrying out training needs assessment in leather value chain.
  • Identification/recruitment of MSMEs to be trained in production of leather and leather products.
  • Leather sector data collection.
  • Carrying out inspection, verification of imports and exports.
  • Promotion of appropriate environmental management in the leather sector.

Qualifications

  • Bachelor’s Degree either in Leather Technology/Science/Manufacture or its equivalent qualification from a recognized institution.
  • Proficiency in computer applications.
  • Fulfilled the requirements of Chapter Six of the Constitution

6. Job Title: Senior ICT Officer

Job Ref No.: KLDC/013/2020

Responsibilities

Duties and responsibilities at this level will entail:-

  • Installing and maintaining computer systems.
  • Analyzing, designing, coding, testing and implementing computer programs.
  • Configuring local area network (LAN) and wide area network (WAN).
  • Providing user support.
  • Developing and updating application systems.
  • Carrying out systems analysis, design and programme specifications in liaison with users.
  • Drawing up hardware specifications for information communication technology equipment.
  • User and systems support and logging of incidents.
  • Verifying, validating and certifying information communication technology equipment.
  • Ensuring effective working of systems for efficient service delivery.
  • Configuring new information communication technology equipment.
  • Implementing systems and network security.

Qualifications

For appointment to this grade an officer must:-

  • Have a minimum of five (5) years’ experience in relevant work in the Public Service or in the Private Sector.
  • Have a Bachelor’s Degree in any of the following fields: Information Technology, Computer Science/Engineering, Business Information Technology or its equivalent qualification from a recognized Institution.
  • Have certification from relevant professional bodies in either CCNA, N+, A+, Microsoft Certified IT Professional (MCITP) or other equivalent qualifications from a recognized institution.
  • Show merit and ability as reflected in work performance and results.
  • Fulfill the requirements of Chapter Six of the Constitution

7. Job Title: Corporate Communication Officer

Job Ref No.: KLDC/014/2020

Responsibilities

  • Participating in the production of appropriate communication and dissemination strategies.
  • Establishing and maintaining regular contact with media practitioners with a view to enhancing goodwill and positive coverage for the council.
  • Planning and executing the Council’s participation in key Corporate events.
  • Recording and developing photographic images of the Council’s activities.
  • Developing web content and updating the Website.
  • Preparing and producing reports and other publications.
  • Undertaking media assignments including reserving advertising space with appropriate media outlets and organizing for press conferences.
  • Developing corporate brand identity manual and ensuring conformity to it.
  • Identifying and recommending branding and publicity opportunities for the Council.

Qualifications

  • Have a minimum of five (5) years relevant work experience in the Public Service or in the Private Sector.
  • Have a Bachelor’s Degree in any of the following:- Journalism, Mass Communication, Public Relations or other relevant and equivalent qualification from a recognized institution.
  • Be proficient in computer applications, including knowledge in desktop publishing.
  • Fulfill the requirements of Chapter Six of the Constitution.
  • Show merit and ability as reflected in work performance and results

8. Job Title: Office Administrative Assistant

Job Ref No.: KLDC/016/2020

Responsibilities

  • Typing from drafts, manuscripts or recording dictation.
  • Management of e-office equipment.
  • Management of office protocol and office petty cash.
  • Handling office communication (calls, letters and appointments).
  • Ensuring security of office records, documents (including classified material) and equipments.
  • Undertaking any other secretarial duties that may be assigned.
  • An officer at this position may be required to work for more than one officer.

Qualifications

  • Bachelor’s Degree in Secretarial Studies or Bachelor of Business and Office Management or equivalent qualifications from a recognized institution.
  • A Certificate in Computer Applications (Windows, Ms-Word, Ms-Excel, MsPowerPoint, Ms-Access and Internet) from a recognized institution.
  • Fulfill the requirements of Chapter Six of the Constitution
